Add an additional option to the configuration to allow access to controls only for the owner/team.

Currently, players are able to pick up quarries/pumpjacks owned by other people, if the config option "Only owner can loot?" is set to false. Will be nice to allow random people to loot other peoples quarries, without the ability to steal them.
