I think this is a bug:

  

			foreach (var perm in cfg.PermissionSpeeds.Keys)
				if (player.IPlayer.HasPermission(perm))
				{
					hasPermission = true;
					break;
				}

If they have no speed set just the default grant they can't use the plugin.
