Players are able to loot sleepers and I don't see a setting for this in config?

No is no rules like that, right you have some options on loot rules section

wouldnt this fall under the loot players false rule? looting a sleeper and his backpack shouldn't be allowed if enabled or is this always the case in simplepve?
