Npc item drops

Hello . 

Is the basic randomness of npc item drops gone? Do I have to give him the full list? or is it possible to somehow restore the basic facepunch loot? Because now npc's are throwing the same thing all the time.

which was included in the npc loot example 30 riflfe ammo set the 30 pistol ammo the confusion introduced a bit and completely weirdly threw the basic facepunch loot.
