Help with loot containers

Hello sir

I am trying to activate the loot containers. I am not able to figure this out. I'm not sure what I'm doing wrong. Here is what I have and my config file

Is the flair not showing up in any container?  Do you have a loot modifier plugin that replaces loot like better loot or alphaloot?

if so there overiding the loot and you would need to add it to there loot profile 

a flair with skin 2893480896 and name Npc Raid Level 1
