Add admin chat or console commands to release all horses for a specific player?

Thanks for making this plugin available. Is there a way to add a command to allow an admin to release all horses for a specific player? Here's the usecase:

I have a player who has been unable to claim any horses for multiple wipes, I suspect because the oxide/data/privatehorse file is not clearing/resetting (based on other posts). Other players do not have the issue. 

Alternatively, is it possible to add a command that allows a player to release all their horses, not just the one they are on/looking at?

I'm also running into an issue where when I wipe the server players can't claim more horses because they have slots taken up even though its a new wipe. Is there a way to clear automatically with each wipe?
