Players getting notified

At the location they’re in when someone is robbing the clerk, notifications are going off even when nobody is robbing the clerk 

I am in T9 and there is no clerk here, while someone was robbing the clerk out somewhere else

I am using a rust function for this its jut not a 100% accurate unfortunately. I will look to see if theres a better way.

Changed Status from Pending to Work in Progress

It seems it can be off a grid, I will keep looking but for now if you want just turn off the chat announcements in config.
