using commands

hello i need some help with commands, so im trying to use battle pass to give item skins VIA chaos codes players skins which has a command 

playerskins.giveskin <userID> <item shortname> <skinID> - Give a user the specified skin 

so in the config i did

playerskins.giveskin %steamid% smg.mp5 2778850644

but the command doesnt seem to run

Please check if you have the "Command" type set.
