I have the smooth restarter plugin to restart my server once per day.  All plugins seem to load correctly after restart, except this.

I have to manually oxide.reload in order for users to access /skills

Hi!  Are you getting any errors in the console?

no console logs, I've fixed the issue by adding the plugin 

  and adding Skills to that, I don't like work arounds but not sure how to help you diagnose.
