I was thinking of switching to this map today but seen that you can not build in the Ireland section from the description but is this still the case?

Hello

Yes as part of the custom gameplay on the map, Ireland is the hardcore end-game area. I will be releasing an update soon, so I will update the map file that has a build-able Ireland.
