    If players know the command, they are able to send messages.
    If a permission is set in config and players do not have the permission, a Server chat message is displayed.

    There needs to have a separate permission for Sending notifications and Seeing notifications.

    Only administrators can send notifications. Permission is required to be able to see this notify.
