Hi. Going to open this one back up.
I have the exact same issue.
But it involves either vanilla or custom items.
I've tried waiting for the skins to just load which works sometimes.
Or to force them to load through reloading the plugin/ImageLibrady or even purging ImageLibrary and downloading everything again.
Sometimes things will be fine.
And then a following wipe large sections of images will be gone.
I can understand when it's individual users not having some skins loaded. 
But when it's the same across all users on the server it makes me think something is wrong on the other end.
And as I said before. The images will work and then they won't no matter what I do. So I don't think it's something I'm doing.

Shop gets images from ImageLibrary. Image issues are solely related to ImageLibrary. You can open a uMod ticket for a developer to help you.
